Flood Event Mapping is Floodbase's per-event flood data product for the continental United States. Floods can be highly localised or spread across several states at once, and insurers, governments, emergency responders and media need to know quickly where water is, how far it extends and how severe it is. Floodbase launched the product in July 2025, designed with early input from FEMA emergency managers and NFIP administrators.
Floodbase's AI-based flood mapping draws on public and private Earth observation satellites, precipitation and other sensor data, with stream gauges used to calibrate and validate the maps, to produce continuous hourly flood footprints, which Floodbase says are already used by leading global insurers and more than 30 governments. The company states that the current release captures more flood types than before, including flash flooding from extreme rainfall. Buyers receive daily footprints of flood extent and severity, from city to multi-state scale, until the flood signal flatlines or recedes, followed by an event summary with the maximum observed flooding and a time series of daily flooding.
Event data is licensed per event, starting at $3,000 for a simple local event, with the price driven by the event's size and complexity, and can be paid by credit card or purchase order. Data is delivered within days through ArcGIS Online, secure cloud storage or custom integrations; free sample data is available on registration.
The underlying technology supported FEMA through the 2024 hurricane season, when Floodbase monitored 506,000 square miles across nine states, including 281,000 square miles during Hurricane Helene. FEMA used the daily data in leadership briefings and to identify flood-affected zip codes for its Significant Needs Assistance payments.

Floodbase
Floodbase, formerly Cloud to Street, runs a deep learning flood model that fuses satellite imagery, ground sensors and hydrology to measure flooded area in near-real time. Its parametric platform lets insurers and reinsurers design, price, monitor and automatically trigger parametric flood policies, and its flood event data is licensed per event to insurers, governments, emergency managers and media across the continental U.S.
