Description

Objective

Provides financial support for the preparation of a proposal for a Strategic Integrated Project (SIP) under the LIFE Climate Change Mitigation and Adaptation sub-programme, for submission to the LIFE 2027 call. The future SIP must aim at the full implementation of one of:

  • National Energy and Climate Plans (NECPs) including Long-Term Strategies (LTS), under Regulation (EU) 2018/1999
  • National adaptation strategies and plans under Article 5 of the European Climate Law (Regulation (EU) 2021/1119), or regional adaptation strategies
  • Urban or community action plans pioneering the transition to a climate-neutral and/or climate-resilient society — including Climate-Neutral Cities plans, Sustainable Urban Mobility Plans
  • National, regional or sector-specific GHG mitigation strategies or roadmaps

What this means for cities and regions

A small but strategic grant for cities, regions or national ministries that hold an approved climate plan and want to bid for a major SIP grant in the 2027 LIFE call. €70,000 maximum, 24 months. The applicant authority must be the one responsible for the plan. Use this to fund the project-development work — stakeholder consultation, baseline analysis, consortium-building, financing strategy, application writing — that a competitive €10–25 million SIP proposal requires. €200,000 topic budget, ~2–3 grants expected.

Who can apply

  • Legal entities, public or private — municipalities, regions, intermunicipal authorities, public utilities, regional development agencies, NGOs, SMEs and large enterprises all qualify.
  • Established in EU-27 (including Overseas Countries and Territories), EEA countries (Iceland, Liechtenstein, Norway), or countries associated to LIFE 2021–2027.
  • The coordinator must be established in an eligible country.

Consortium rule for this topic

The authority responsible for the plan, strategy or action plan that the future SIP/SNaP will target must participate in the consortium — in principle as coordinator. In well-justified cases it may participate as a non-coordinator beneficiary, but it must be part of the TA-PP project consortium. No minimum partner count beyond this requirement.

Restrictions and special cases

  • Natural persons are not eligible, except sole traders.
  • International organisations are eligible; the eligible-country rules do not apply to them.
  • EU bodies cannot participate, except the Joint Research Centre.
  • Financial support to third parties is not allowed.
  • Co-financing rate: maximum 60% of eligible costs.

Important scope restriction

Projects funded under this call may only prepare SIP or SNaP proposals for submission to the LIFE Call for proposals 2027. They cannot prepare proposals for any later year, because the EU's Multiannual Financial Framework 2028–2034 is still under negotiation.

EU restrictive measures (TEU Article 29 / TFEU Article 215) and EU conditionality measures (Regulation 2020/2092) apply. Currently this excludes Hungarian public-interest trusts established under Hungarian Act IX of 2021, or any entity they maintain (Council Implementing Decision (EU) 2022/2506, 16 December 2022).
