Description
Objective
Target the full implementation of one or more of the following plans and strategies:
- Final updated National Energy and Climate Plans (NECPs) and Long-Term Strategies (LTS) under Regulation (EU) 2018/1999 on the governance of the Energy Union and climate action
- National adaptation strategies and plans under Article 5 of Regulation (EU) 2021/1119 (the European Climate Law), or regional adaptation strategies or action plans
- Urban or community-based action plans pioneering the transition to a climate-neutral and/or climate-resilient society — including climate-neutral cities plans and actions (for instance in the context of the EU Mission "Climate-neutral and smart cities") and Sustainable Urban Mobility Plans
- National, regional or industry/sector-specific greenhouse gas mitigation strategies or roadmaps contributing to climate neutrality
Scope
A Strategic Integrated Project does not have to deliver every action in the targeted plan within the project lifetime. It must include strategic actions that catalyse a process and mobilise supplementary commitments and funding leading, in due time, to full implementation of the plan or strategy.
What this means for cities and regions
The flagship vehicle for cities and regions implementing their Climate City Contracts, Sustainable Urban Mobility Plans, regional adaptation plans, or NECP-aligned territorial roadmaps. The €30M topic budget will fund 2–3 projects of €10–25 million each over 5–10 years. The responsible authority — typically a city, region or national ministry — must lead the consortium. Co-financing 60%. Best suited to authorities that already have an approved strategy and need substantial multi-year support to drive its delivery and unlock co-investment.

Who can apply
- Legal entities, public or private — municipalities, regions, intermunicipal authorities, public utilities, regional development agencies, NGOs, SMEs and large enterprises all qualify.
- Established in EU-27 (including Overseas Countries and Territories), EEA countries (Iceland, Liechtenstein, Norway), or countries associated to LIFE 2021–2027.
- The coordinator must be established in an eligible country.
Consortium rule for this topic
Minimum 2 applicants (beneficiaries; not affiliated entities). The authority responsible for implementation of the targeted plan or strategy must participate in the consortium — in principle as coordinator. In well-justified cases the responsible authority may participate as a non-coordinator beneficiary, but it must be part of the consortium and this must be clear at concept-note stage.
Restrictions and special cases
- Natural persons are not eligible, except sole traders.
- International organisations are eligible; the eligible-country rules do not apply to them.
- EU bodies cannot participate, except the Joint Research Centre.
- Financial support to third parties is not allowed.
- Co-financing rate: maximum 60% of eligible costs.
EU restrictive measures (TEU Article 29 / TFEU Article 215) and EU conditionality measures (Regulation 2020/2092) apply. Currently this excludes Hungarian public-interest trusts established under Hungarian Act IX of 2021, or any entity they maintain (Council Implementing Decision (EU) 2022/2506, 16 December 2022).
