Horizon Europe Mission — Climate-Neutral and Smart Cities (2026)
About this call
The EU Mission for 100 Climate-Neutral and Smart Cities ("Cities Mission") supports 100 cities in the EU and 12 in countries associated to Horizon Europe to become climate-neutral by 2030, acting as innovation hubs for all European cities to follow by 2050. Within Horizon Europe, the Cities Mission is one of five EU Missions. HORIZON-MISS-2026-04 is the 2026 work-programme destination supporting the implementation of the Climate-Neutral and Smart Cities Mission. Three city-applicable topics open under it for the 2026 wave: energy-efficient urban and sub-urban public transport (CIT-01, €20 million), transition to low-temperature heating solutions in multi-apartment buildings (CIT-02, €18 million), and a joint topic with the New European Bauhaus, Built4People partnership and CCRI on circular-economy models in construction (CIT-NEB-B4P-CCRI-03, €47.5 million). All topics open 4 February 2026 and close 8 October 2026. Managed by CINEA. Standard Horizon Europe eligibility, with a typical 3-partner-from-3-countries consortium requirement.
