Cluster 3 of Horizon Europe — Civil Security for Society — supports research and innovation on disaster-resilient societies, infrastructure protection and civil security. The 2026 work programme has a Destination 1 wave opening 6 May 2026 with deadline 5 November 2026. Six city-applicable topics are open: security challenges of the green transition in urban and peri-urban areas (INFRA-02, €4 million); resilience of critical entities to natural hazards (INFRA-03, €9 million); risk awareness and disaster preparedness (DRS-01, €6 million); multi-hazard and cascading impacts (DRS-02, €8 million); innovation uptake of disaster-risk solutions (DRS-04, €6 million); and climate security and civil preparedness (DRS-05, €4.5 million). One additional topic (FCT-01) is law-enforcement-focused and excluded from this iteration. Managed by REA in cooperation with DG HOME.
