Description

Objective

Contributes to the goals of the EU Renovation Wave strategy and helps implement current building policies — notably the recast Energy Performance of Buildings Directive (EPBD) and the European Affordable Housing Plan. Supports energy renovations that provide scalable, high-performance and affordable solutions, increases the attractiveness and cost-effectiveness of building energy upgrades, and reduces the administrative, logistical and financial burden of retrofitting. Also supports the Better Homes partnerships that bring together stakeholders from a fragmented renovation chain to conceptualise and deploy renovation projects on the ground.

Scope (proposals must address one of the two)

  • Scope A — Develop and deploy effective Better Homes partnerships at neighbourhood / district / city scale, bringing together market actors and policy frameworks for large-scale renovation rollouts.
  • Scope B — Market uptake and policy integration of advanced building policy and information instruments (e.g. building renovation passports, digital building logbooks, performance indicators), demonstrating their value for verification and financing of building renovation.

Funds the local market-building and policy work that turns single renovation pilots into neighbourhood-scale programmes. Cities and regions can act as anchor partners alongside renovation aggregators, financial intermediaries and energy agencies. Who can apply

  • Legal entities, public or private — municipalities, regions, intermunicipal authorities, public utilities, public transport operators, regional development agencies, NGOs, SMEs and large enterprises all qualify.
  • Established in EU-27 (including Overseas Countries and Territories), EEA countries (Iceland, Liechtenstein, Norway), or countries associated to LIFE 2021–2027.
  • The coordinator must be established in an eligible country.

Consortium rule for this topic

Proposals must be submitted by at least 3 applicants (beneficiaries; not affiliated entities) from 3 different eligible countries.

Restrictions and special cases

  • Natural persons are not eligible, except sole traders.
  • International organisations are eligible; the eligible-country rules do not apply to them.
  • EU bodies cannot participate, except the Joint Research Centre.
  • Financial support to third parties is not allowed (except where the topic explicitly provides for it).
  • Co-financing rate: 95% of eligible costs (standard for LIFE CET Coordination and Support Actions).

EU restrictive measures (TEU Article 29 / TFEU Article 215) and EU conditionality measures (Regulation 2020/2092) apply. Currently this excludes Hungarian public-interest trusts established under Hungarian Act IX of 2021, or any entity they maintain (Council Implementing Decision (EU) 2022/2506, 16 December 2022).
