Objective
Supports projects linked to an EIB framework loan that addresses serious social, economic and environmental challenges deriving from the transition towards the EU's 2030 climate and energy targets and climate neutrality by 2050. A framework loan finances a portfolio of smaller sub-projects under one umbrella, rather than a single discrete investment — useful for regional development banks, public utilities, and municipal financing vehicles that have a pipeline of related transition investments.
Activities that can be funded
The same range as for the Standalone Projects topic — renewable energy, sustainable mobility, district heating, environmental infrastructure (waste, water), building energy renovation, urban renewal, circular economy, land restoration, biodiversity, skills, and social infrastructure — but structured as a programme of investments rather than a single project. Each sub-project must be aligned with the approved Territorial Just Transition Plan.
What this means for cities and regions
For regional public banks, municipal financing entities and large public utilities with a pipeline of smaller transition investments, this topic provides EU grant support for the portfolio approach. Less suitable for one-off city projects; better suited for regional intermediaries channelling finance to multiple sub-projects. Grant component: 15% of the framework loan amount (25% if the territory qualifies as less-developed). Same cut-offs as the standalone topic.

Who can apply
- Legal entities, public bodies or private bodies entrusted with a public service mission.
- Established in an EU Member State (Iceland, Liechtenstein, Norway, the UK and other LIFE-associated countries are NOT eligible — this differs from most other LIFE-family calls).
- Project activities must benefit a territory covered by an approved Territorial Just Transition Plan (TJTP).
- Projects must also qualify for a loan from the EIB (or one of its financial intermediaries), to be applied for separately.
Consortium rule
Single applicants are allowed. No minimum partner count.
Sector exclusions
The following sectors are excluded from JTM PSLF support:
- Decommissioning or construction of nuclear power stations
- Manufacturing, processing and marketing of tobacco and tobacco products
- Help to undertakings in difficulty (with limited temporary exceptions)
- Investments related to the production, processing, transport, distribution, storage or combustion of fossil fuel
Restrictions and special cases
- Natural persons are not eligible, except sole traders.
- International organisations are eligible.
- EU bodies cannot participate, except the Joint Research Centre.
- Grant component: lump sum equal to 15% of the EIB loan amount (25% if the project is located in a less-developed region under Article 108(2) of the Common Provisions Regulation 2021/1060).
EU restrictive measures (TEU Article 29 / TFEU Article 215) and EU conditionality measures (Regulation 2020/2092) apply.
